The Office of the Science and Technology Adviser to the Secretary has been strengthening the S&T literacy and capacity of the Department as a whole—both by increasing the number of scientists in the Department and by increasing training and exposure of diplomatic and civil service personnel to S&T issues. They build partnerships with the outside S&T community—academia, technical agencies, associations, industry—particularly in the U.S., but also abroad. They provide advice to the Secretary and other senior Department officials, and catalyze initiatives for greater State leadership in international S&T cooperation and related policy developments for new and emerging S&T issues.
