I’m interested in pursuing the consular fellows program, but I would only want to go if my spouse could gain employment in her field. Would she be able to apply to work on one of the embassy or consulate medical staffs as a registered nurse?

Don’t apply. Spousal employment is never guaranteed. It could happen, but it might not.
My last post had three qualified EFMs who wanted a medical position but there wasn’t one available.
If that’s your condition of employment, you’re better off passing.
