    Can a grandmother who lives with and is solely supported by an FSO be treated as an EFM for purposes of traveling and living with the family? She’s almost 80 and wouldn’t be able to find a job or support herself financially if she had to be left behind in the U.S. I know parents are eligible, but I’m wondering if exceptions are available/ever made for grandparents.

    Grandparents may be Members of Household. I do not have an answer to your question about whether exceptions have ever been granted for grandparents to be considered Eligible Family Members.
