Why are only the children of employees with the State Department given summer employment.

I'm not sure what you are referring to. The only summer employment opportunities that are open just to children of full time American employees at US embassies are positions that fall under a special summer employment program. Not all embassies offer such a program. It is very limited, based on funds.
As to Department of State student internships and the summer clerical program, it is not true that only children of State Department employees are selected. All applicants receive fair and equal consideration.
