Hello,
Since submitting my application on Nov 7th, I've received 3 emails saying "Eligible – Referred to Next Step in Selection Process." How many steps are there in the selection process? Are these emails actually referring to different steps, or am I getting the same email repeatedly?

Likely, you are receiving the same email. For info on the steps involved in the selection process, please refer to the Student Internship Program Brochure. There is a section entitled "How Interns are Selected."

If we have not yet received this email since applying, does that mean that we are ineligible and therefor not accepted to the Summer internship program?

You can check your status through USA jobs. If you are not eligible, you should have receive a notice by now. Bureaus/Offices are still making their selections. This process should hopefully be completed in January. All those selected/not selected will receive a notification.
