Negotiating GS pay levels

Hi,
I was accepted to the SCEP program and was told that I am eligible to be paid at GS3 pay level. Upon research I found that GS4 pay level requires 2 years of education after high school. I was about to start by 3rd year of college when I applied to the program,and am now in my second semester of my 3rd year. Is there a way to negotiate this pay offer? Or is that usually a non-negotiable type of thing? Thank you!

Congratuations on being accepted into the program! I would suggest that you contact whomever advised you of your acceptance to see if it is possible to have your grade adjusted. Or, please call 202-261-8888 and ask to be connected to the Student Programs Branch.
