The Bureaus determine the specific internship opportunities that will be available, based on service need at the time. When you apply for a student internship, you may select up to two Bureaus and express your interest in specific locations, etc. If either or both Bureaus are actively considering you for an internship, they will get in touch with you to discuss the specifics.
