I understand that the institution where the applicant is studying must be accredited in the US, but how can I tell if my university in Chile has the appropriate acceditations? I'd like to know what accreditation service reviews the schools or what standards are used. Please tell me how to proceed.

I apologize for what will be a long answer, but here goes:

Education completed in foreign colleges or universities may be used to meet Federal/internship job requirements for these positions if the applicant can show that foreign education is comparable to education received in accredited educational institutions in the United States. It is the responsibility of the applicant to provide such evidence when applying for Federal jobs.

Education received in foreign colleges or universities will be considered acceptable based on any of the following five evidences.

(1) The specific courses have been accepted for advanced credit by an accredited U.S. college or university.
(2) A State university (U.S.A.) reports the institution as one whose transcripts is given full value or full value in subject areas applicable to curricula at the State university.
(3) The candidate submits an evaluation of the coursework from an organization recognized for accreditation by the Department of Education or the Council on Postsecondary Accreditation (COPA).
(4) The candidate presents evidence which clearly justifies a high evaluation of his or her competence, such as one of the following:

(a) Registration as a professional engineer by any State, Guam, Puerto Rico, The District of Columbia, or the Canal Zone.
(b) A substantial record of experience, achievement, and publications in the appropriate field.

(5) The candidate submits an evaluation of the coursework from:

(a) an accredited U.S. college or university; or
(b) a private professional organization specializing in interpretation of foreign educational credentials.*
