I am currently studying abroad in Spain, and just received my fingerprint cards that my family forwarded. I tried to get my fingerprints done with the U.S. embassy in Spain, but they said they do not perform this type of service. I also traveled to Paris and checked with the embassy there, but they suggested going to a local police department or to a third party organization.

Does anyone have suggestions on my next step or who I should contact?

As the US embassy suggested, you may want to go to a local police department for fingerprinting. If they cannot do it, they may be able to suggest what local organization can assist you.

I had the same situation last summer... The embassies don't fingerprint anymore, because all the fingerprinting for State is now done electronically. The FBI (which does the background checks) is apparently the only agency that still insists on paper. I had mine done at a police station in Budapest, although I had the wrong forms, so I had to have them re-done a month later when I got back to the states. If you have the forms they sent you, any police station can take your prints. The one in Budapest charged a fairly small fee ($40) to do it, and I imagine the situation is similar in Spain. Especially in big cities with lots of expats, I think it's something they have to do fairly often.
Buena Suerte!
