Fall internship - dual selection error AND fingerprint card needed

I was told by someone (at the end of May) in HR/REE that I was selected for two Bureaus and I had to make a decision between the two of them. I selected Bureau "A", however, the letter I received in the mail last week indicated my position was with Bureau "B". Did something change I was not made aware of? I have phoned and sent multiple emails to my previous contact person, but have yet to hear a response.
I also had one of my fingerprint cards damaged in the process of getting my prints done at the local police station. I sent an email to the Student Programs Security email address but have not received any response. Is there a way to find out if the card is en route?
