Since you are restricted to only 2 choices when selecting bureaus for the internship application, would it be possible to only list the bureaus actually looking for interns so we do not waste our choices.

As you proceed through the online application process you will find information on which Bureaus will offer internships overseas and which will offer internships only in Washington,D.C. Also, in your statement of interest you can express interest in specific locations.
