Dear Sir/Ma'am,
I am a civilian with TS/SSBI (No Polygraph) who has worked 4 years with company A in theater as a DOD contractor. In the last few months during deployment, while everyone was being sent home, I was transferred unwillingly to company B. Five months after the transfer I was informed by my commander that I received LOJ (Loss Of Jurisdiction) no reason was given at that time. A few days ago I contacted the OPM (Office of Personnel Management Federal Investigation Division), they told me that the reason for my LOJ was that company B did not adjudicate me in the system, and I need to be adjudicated by a hiring employer by submitting RFA (Request for Adjudication). I was also given an OPM case # that I am to provide to potential employers so that they may contact them and validate this information.
My question is, I am very interested in working for the State Department. With my situation, will I be considered for an employment with your department?
Your reply is greatly appreciated.
Sincerely,
John s Doe

I am no expert, but from what I do know, Loss of Jurisdiction does not need to be a complicated issue and it should not, in and of itself, prevent you from seeking employment with the Department of State. You may want to send an email to our Security Clearance Help Desk to ask them about this issue. The email address is: securityclearance@state.gov.

I suffered the same fate with a Loss of Jurisdiction, last year, that occurred because my old contracting company didn't forward my clearance when I went to work for another company. Of course, I found out all this when I was being read into a SAP and that situation pretty much nixed my future on that project. My point is, I eventually applied for a job with a different unit (DoD Agency) and they finished my clearance renewal, resubmitted my clearance for adjudication and now my clearance has been renewed and everything is back where it was before.
Long Story short: If the State Department wants to hire you, then the clearance situation will be resolved by them, no matter what you current situation is--lots of people come on board that had NO clearance at all, it just takes a little more time.
