FSS GSO Career Progression Questions:
1. When is a new entrant GSO FP-04 typically competitive for FP-03? I assume 2 years.
2. Please provide a total number of GSO positions by FP grade. I assume FSOs compete with FSS GSOs for these jobs.

Hi, Joe.
The Selection Boards (promotion panels) determine the timelines for promotion eligibility of career candidates who are not eligible for administrative promotion -- that applies to GSO career candidates. Based on the past, it would be between 1-2 years, depending on the date of entry/amd timeline for consideration by the Selection Boards (they meet once a year). We unfortunately cannot provide you with the total number of GSO positions broken down by grade. Some FSO's compete for GSO positions.

Actually its closer to 4 years from FP4 to FP3 according to the last stats released by HR/PE in 2011.

Since the HR/RMA chart says "Cleared for Public Release" it is safe to report that there are 17 FP1, 48 FP2, 96 FP3, and 76 FP4 GSO Specialists.....

Eligibilty for promotion consideration is between 1-2 years, as stated above, although actual promotion may take considerably longer.

In what situations would a post assign a GSO position to a GSO Specialist vs. a MGT-coned FSO (or other-coned FSO)?

Posts do not make the assignments; HR/CDA does. Whether a specialist or generalist gets assigned depends on factors such as availability of candidates, timing of assignment, and post preference.

How many GSO positions are there worldwide?
Of those, approximately how many, or approximately what percentage, are GSO Specialists?
I read in this forum that the planned GSO hiring number for FY12 is 12. While you may not be able to give an exact number yet, if possible, could you please give an estimate on how many GSO Specialists DOS plans to hire in FY13 - (a)less than in FY12, (b)about the same as in FY12 or (c)more than in FY12?

Altogether, there are about 243 GSO's worldwide. We do not know how many of those are Foreign Service GSO Specialists.
As we do not have a budget for FY 2013, we do not know how many GSOs will be hired in that fiscal year. It will depend on budget and needs of the service.
