    Job Summary:

THIS POSITION IS BASED IN AFGHANISTAN. The incumbent is assigned to the Public Affairs Section, U.S. Embassy Kabul in Kabul, Afghanistan, with the possibility of travel throughout Afghanistan. The mission of the Public Affairs Section is to plan and implement U.S. Government public diplomacy strategies and programs that support the achievement of U.S. foreign policy goals and objectives, advance national interests, and enhance national security in the U.S. relationship with Afghanistan. The incumbent reports to the Embassys Cultural Affairs Officer (CAO) and through the CAO, to the Counselor for Public Affairs and the Director of Communications and Public Diplomacy. As English Language Program Manager (ELM), the incumbent manages a portfolio of State Department-funded English language programs for Afghans in Afghanistan, as well as English language programs for Afghans in India, Malaysia, and other regional countries. The incumbent also serves as a liaison with the Afghan Ministry of Education, the Ministry of Higher Education, national universities, private universities, training institutes, provincial education offices, and non-government organizations involved in promoting higher education for Afghans. The incumbent of this position is assigned to the Office of the Coordinating Director for Development and Economic Affairs (CDDEA), U.S. Embassy Kabul, Kabul, Afghanistan. The incumbent will be embedded into the Afghan Public Protection Force (APPF) Advisory Group, located at Camp Eggers, with frequent trips from Camp Eggers to the APPF Headquarters in Kabul. The APPF Advisory Group (AAG), a part of International Security Assistance Force (ISAF), was established to oversee the APPF effort and to work with the Afghan Ministry of the Interior to increase the capability of the APPF to provide security services and to take over responsibility for security services from private security companies.
